A driver making a left turn at an intersection shall:

(a) Yield to oncoming traffic: Drivers shall wait for oncoming vehicles to clear the intersection or for a safe gap before initiating a left turn.

(b) Yield to pedestrians and bicyclists: Drivers shall allow pedestrians in crosswalks and bicyclists traveling straight through the intersection to pass before turning.

(c) Complete turn safely: Drivers shall execute the turn at a safe speed, remaining within the designated lane and avoiding abrupt or unsafe maneuvers.

Violation of this subsection constitutes a Level 3 Infraction.
