If any provision of this code, or its application to any person or circumstance, is held invalid or unenforceable, such invalidity or unenforceability shall not affect other provisions or applications of this code which can be given effect without the invalid provision or application, and to this end the provisions of this code are severable.

This title shall be construed to promote fairness, consistency, and due process, and shall apply to all proceedings under this code unless expressly displaced by a more specific provision.
