A person is guilty of Unlawful Possession of an Explosive Device under this subsection if he or she:

(a) willfully manufactures, possesses, controls, transports, or has actual physical control of an explosive device; and

(b) is not lawfully authorized under state or federal law to manufacture, possess, transport, or control such device.

Unlawful Possession of an Explosive Device is a Class B+ Felony.
