A person is guilty of Unlawful Concealing of a Firearm under this subsection if he or she without a valid and lawfully issued permit to carry a concealed firearm, issued by a proper authority, willfully carries or conceals a firearm on or about his or her person, or within a vehicle under his or her control, in a manner not openly visible.
