(a) Disbarment applies to attorneys and legal actors who violate the provisions of this chapter or other applicable criminal law.

(b) Civil matters, in the absence of criminal or ethical violations, do not constitute grounds for disbarment.

(c) Disbarment may be imposed in the following forms:

  • Temporary Suspension – a limited period during which the attorney is prohibited from practicing law or performing official duties.
  • Permanent Disbarment – a complete and indefinite prohibition from practicing law or exercising legal authority.

(d) Attorneys subject to disbarment retain the right to file an appeal within 90 days of the decision. Appeals shall be reviewed by the appropriate appellate or oversight authority established under this code.

(e) All determinations of disbarment shall be documented and conducted in accordance with the principles of transparency, accountability, and due process.
