A driver shall not operate a motor vehicle on a public roadway unless the vehicle is covered by liability insurance in accordance with law. Insurance requirements include:

(b) Coverage shall meet or exceed the minimum liability limits required by law for bodily injury and property damage of twenty-thousand dollars ($20,000) unless otherwise specified by statute.
