A driver shall not operate a motor vehicle on a public roadway unless the vehicle is covered by liability insurance in accordance with law. Insurance requirements include:
(a) The policy must be issued by an authorized insurer and remain active while the vehicle is operated.
(b) Coverage shall meet or exceed the minimum liability limits required by law for bodily injury and property damage of twenty-thousand dollars ($20,000).
