A person is guilty of Fraud in the Second Degree under this subsection if he or she:
(a) willfully engages in a scheme, artifice, or course of conduct involving deception, false representation, concealment, or misrepresentation of a material fact; and
(b) does so with intent to obtain property, services, money, or any thing of value, or to cause financial loss to another.
Fraud in the Second Degree is a Class C Felony.
