A person is guilty of Arson in the Second Degree if he or she willfully:

(a) unlawfully ignites, causes to ignite, or aids in the ignition of any real or personal property without the consent of the owner or lawful possessor; and

(b) such ignition causes damages of twenty-thousand dollars ($20,000) or greater; or

(c) this offense is committed against an occupied structure, to include a motor vehicle; or

(d) this offense is committed during an act of Rioting as defined under this Title.

Arson in the Second Degree is a Class C Felony.
