Any driver operating a motor vehicle along a public roadway shall yield the right of way to any other vehicle or pedestrian lawfully entitled to proceed, in accordance with applicable traffic control devices, statutory provisions, or common rules of the road.
Right of way shall be determined based on the order of arrival at an intersection, the movement of vehicles already within a traffic lane, the presence of traffic control devices, and other circumstances prescribed by law.
Failure to yield the right-of-way as required by this section is a Level 3 Infraction.
