A person is guilty of Engaging in a Terroristic Plot under this subsection if he or she:
(a) willfully plans, prepares, conspires, or agrees with one or more persons to commit an act that would constitute terrorism as defined in this title; and
(b) acts with the specific intent that such planned act be carried out for the purpose of intimidating or terrorizing a civilian population, or coercing or influencing the policy, conduct, or functioning of a government or governmental institution; and
(c) commits an overt act in furtherance of the plot, beyond mere expression of beliefs, advocacy, or abstract discussion, which materially advances the planned act of terrorism.
Engaging in a Terroristic Plot is a Class A Felony.
