(7)4.1.3 Age and Competency

A driver shall not operate a motor vehicle on a public roadway unless the driver meets the minimum age and competency requirements established by law. Age and competency requirements include:
(a) The driver must have reached the minimum age required by law to operate the class of vehicle.
(b) The driver must possess the physical and mental capability necessary to safely operate a vehicle, including vision, motor skills, and cognitive function.
(c) The driver must demonstrate knowledge of traffic laws, rules of the road, and safe driving practices, as determined by applicable testing or certification.
Violation of this subsection is a Level 4 Infraction.
