(1)4.3 Accountability

(a) No person, including any lawful actor, is exempt from compliance with this chapter or any provision of this code. All individuals are subject to its obligations, standards, and enforcement mechanisms.

(b) Legal actors remain liable for criminal, civil, or administrative violations under this code or other applicable law, regardless of their office, position, or professional status.

(c) Legal actors are responsible for maintaining professional conduct both within and outside the scope of official duties. Conduct that impairs the ability to perform duties competently, compromises public trust, or violates applicable law may constitute grounds for disciplinary action, including suspension, disbarment, or other penalties as provided under this chapter.

(d) Accountability under this section includes adherence to ethical standards, reporting requirements, and obligations established elsewhere in this code, and applies irrespective of seniority, position, or discretion.
