(1)1 Duties & Responsibilities
This chapter establishes the fundamental duties and responsibilities governing all legal actors operating under this code. The provisions of this chapter apply to the interpretation, application, and enforcement of all subsequent titles unless expressly stated otherwise.
The duties set forth in this chapter are binding upon all legal actors acting under color of law, including those exercising legislative, executive, judicial, administrative, or enforcement authority.
This chapter shall be construed as articulating baseline obligations of conduct, professionalism, and accountability. Where ambiguity exists in this code, the provisions of this chapter shall guide interpretation in favor of lawful authority exercised with restraint, integrity, and public responsibility.

(1)2 Declaration of Liberty from Discrimination
This chapter affirms the inherent liberty of all persons to be free from unlawful discrimination in the application, enforcement, and benefit of this code.
It shall be unlawful for any legal actor, acting under color of law, to engage in any form of discrimination as defined under this chapter, whether by action, omission, policy, or practice, except as expressly authorized by statute.
No legal actor shall deny, impair, condition, or selectively apply any right, duty, protection, or obligation established under this code on the basis of a discriminatory classification.
The provisions of this chapter are binding upon all legal actors and shall be construed to require equal treatment, impartial enforcement, and uniform application of legal standards across all functions performed under this code.

All legal actors shall perform their duties in accordance with established legal practices, recognized standards of law, and federal guidelines, where applicable.
It shall be binding and unlawful for any legal actor to knowingly disregard or contravene generally accepted legal principles or applicable federal requirements in the performance of their official functions, except where expressly permitted by statute or lawful authority.
This chapter shall be interpreted to ensure that enforcement, adjudication, and administrative actions are consistent with recognized legal norms and cooperative federal standards, thereby promoting uniformity, predictability, and lawful conduct across all jurisdictions.

All legal actors shall perform their duties with integrity, honesty, and in a manner consistent with the law and the principles set forth in this code.
It shall be binding and unlawful for any legal actor to act in bad faith, abuse their authority, or otherwise fail to uphold the responsibilities imposed by this code. The provisions of this chapter apply to all legal actors acting under color of law and are intended to ensure public trust, accountability, and the proper exercise of legal authority.
This chapter shall be construed to require that all actions taken by legal actors are consistent with lawful purpose, reasonable judgment, and the avoidance of personal, political, or discriminatory bias.
