A driver shall not operate a motor vehicle on a public roadway unless the vehicle’s windshield and windows are safe and provide adequate visibility. Windshield and window requirements include:

(a) Windshields and windows shall be free from cracks, chips, or obstructions that impair the driver’s view of the roadway.

(b) Windshield wipers and washers shall be operational and used as necessary to maintain clear visibility in adverse weather.

(c) Windows shall allow sufficient visibility for safe operation and comply with any applicable tint or transparency regulations.
